Each of these entities claims a right of way on Avenue Ferdinand Flotte. Adding another layer to this saga, ENEDIS, the French electricity company, needed to upgrade power lines. They began digging up Avenue Ferdinand Flotte. They had the necessary permits from the city, which designated the avenue as public. However, the residents’ association, ADRAF, contested the work, claiming the avenue was private. The dispute landed in court. The city of Marseille has always maintained that Avenue Ferdinand Flotte is private, despite cadastral records suggesting otherwise. However, they have never disclosed the names of the supposed owners. The legal battles continue. Avenue Ferdinand Flotte remains a battleground between private interests and public access, a quiet street with a noisy history.
