PAGASA’s story began long before its official establishment in 1972. The seeds were sown in 1865 with the Observatorio Meteorológico de Manila. A young Jesuit scholar named Francisco Colina started taking systematic weather observations. He recorded the weather two or three times a day. His work attracted attention and support.
