Frustrated neighbors formed a committee and approached city officials. They were told that completing the street extension was too expensive. However, the city offered a compromise. The neighbors could create a small plaza on the site, but they would have to bear the costs. Undeterred, the neighbors accepted. They hired a landscape architect and transformed the neglected lot into the charming Plazoleta Zarraga. They even increased their building fees to cover the park’s ongoing maintenance.
