Is it a bustling marketplace or a peaceful park? I am talking about the City of Greater Dandenong. It is a place with a foot in both worlds. Greater Dandenong is a local government area in Victoria, Australia. It sits in Melbourne’s southeastern suburbs.

The City of Greater Dandenong was formed in 1994. It was created by merging parts of the former City of Dandenong and the City of Springvale. This merger was part of a larger restructuring of local government in Victoria. The reforms dissolved 210 councils. They created 78 new ones through amalgamations.

Before European settlement, the land was home to the Bunurong/Boon Wurrung and Wurundjeri peoples. These groups are the traditional owners and custodians of this land. Their history and culture are important to Greater Dandenong. The City of Greater Dandenong protects and celebrates this shared history. It manages historical sites. It recognizes the contributions of indigenous Australians.

In 1994, the state government aimed to promote council reform. It realigned municipal boundaries. The goal was greater efficiency. The City of Springvale favored keeping existing boundaries. They didn’t want to split communities. Residents worried about community services. They were especially concerned about the library service. The City of Dandenong proposed a “super city”. It would include most of Springvale and parts of Berwick and Cranbourne. Dandenong would be the base for the council.

The first Local Government Board suggested the five councils merge into three. They would be named Heatherton, Casey, and Cardinia. “Heatherton” was not selected. It duplicated an existing suburb name. Springvale residents suggested “City of Sandown”. The City of Greater Dandenong was chosen. Dandenong was already a regional hub. It was a “forerunner in industrial and economic growth.”

The City of Springvale held a closing ceremony on 4 December 1994. It included a tree planting. This recognized the contributions of all Councillors over 39 years. There was also a church service. A festival in Braeside Park and a reconciliation ceremony were held.

Commissioners managed the City of Greater Dandenong from 1994 to 1997. The new council was governed from the former City of Springvale offices. Amalgamation led to a dramatic reduction in Council’s workforce. The new city saved millions through senior management restructure. It also sold surplus council equipment.

Greater Dandenong is known for its cultural diversity. It is the most culturally diverse area in Australia. Residents come from over 150 different birthplaces. Key industries include manufacturing, health care, retail, and transport.
