The H\u00f4tel du d\u00e9partement des Bouches-du-Rh\u00f4ne houses the Conseil General. It stands in the Saint-Just district north of the city center. It’s a place where regional decisions are made.

Nicknamed “Le Grand Bleu” or the “Blue Ship” it certainly lives up to its names. The striking blue color makes it instantly recognizable. Architect Will Alsop designed this building. He worked with Jan St\u00f6rmer and architectural artist Brian Clarke. Together they created a “skin of art”.

Imagine the late 1980s. The Conseil General needed a new headquarters. Their administrative offices were scattered across 23 locations. An international architecture competition was launched in 1989. The goal was to consolidate these functions into one central location. Alsop and St\u00f6rmer won against Foster and Partners.

Brian Clarke played a crucial role. He conceived the coloration and facade treatment. He used a novel ceramic glazing technique. This gave the H\u00f4tel du d\u00e9partement its unique visual identity. The blue approximates Yves Klein blue. Alsop said this color choice took considerable time.

Construction began in 1991 and finished in 1994. It was the largest public building constructed in the French provinces in the 20th century. The H\u00f4tel du d\u00e9partement covers 93,500 square meters.

Note the X-shaped concrete support columns. These pilotis are a distinctive feature. The building consists of two administrative blocks. These are linked by an atrial space. There is also a separate debating chamber.
