Seattle Public Utilities serves 1.3 million people in King County. It was formed in 1997. The agency consolidated the city’s Water Department with other city functions.
Before Seattle Public Utilities existed, several private companies supplied water. After the Great Seattle Fire in 1889 citizens voted to acquire their own water system. They voted 1,875 to 51. The city Water Department acquired the Lake Union and Spring Hill plants for $400,000.
The city needed more water. Attention turned to the Cedar River. City Engineer Reginald H Thomson and his assistant George F Cotterill managed this expensive project. They had to convince the citizens to support it during the Panic of 1893.
The Klondike Gold Rush boosted Seattle’s economy. In 1901, Cedar River Supply System No 1 was completed. This gave the city a steady supply of clean water. The intake was 28 miles from the city. Cedar River Supply System No 2 followed in 1909. Together, these systems provided over 60 million US gallons of water a day.
The original Cedar River pipeline was wooden. A small boy could stand upright inside it. By 1950, three mains carried up to 162 million US gallons of water daily.
To protect the water source the city acquired 142 square miles of land. The Department of Health and Sanitation oversaw it. The city also built reservoirs. By 1919, six reservoirs held 270 million US gallons.
In 1950, Seattle owned about two-thirds of the watershed. The federal government owned about one-fourth. Private lumber companies owned the remaining eleven square miles.
Seattle sometimes provides water to areas outside the city. By 2007, it supplied 19 municipalities and water districts in King County.
Seattle Public Utilities has significantly improved conservation. In 2008, usage matched 1960 levels. The population had increased by 35%. Total water usage declined 29% from 1990 to 2012. The population grew by 17%.
Seattle Public Utilities manages waste too. It operates the North and South Transfer Stations. These facilities were rebuilt in the 2010s. They handle greater volumes. They also include environmentally friendly features. Seattle’s garbage goes by train to the Columbia Ridge Landfill in Oregon.
