Consider these seven blocks. They form the Macallum Street Ghaut PDC Flats. This residential area stands as a testament to Penang’s urban development.
Macallum Street Ghaut PDC Flats rose from reclaimed land. This land extends George Town’s shoreline. The Penang Development Corporation PDC built these low-cost apartments. PDC is a state government-linked firm. This project aimed to address urban overcrowding.
Let’s step back in time. The Penang state government sought to develop low-cost public housing after Malaya’s independence. This ambition created friction. The George Town City Council and the state government clashed. They disagreed about providing affordable housing within George Town.
In 1969, the PDC emerged. Lim Chong Eu, the newly elected Chief Minister, directed its formation. A key goal was to tackle the city’s growing population density. Macallum Street Ghaut became a CDA. That means Comprehensive Development Area. The PDC planned to reclaim 20.2 hectares. This is about 50 acres off Macallum Street. The plan included building European-style apartments. These apartments would house residents displaced by the Komtar project.
The Macallum Street Ghaut flats marked the PDC’s first public housing venture. Similar projects followed at Kedah Road and Bayan Baru. By 1985, the Macallum Street Ghaut PDC Flats took shape. Three 22-story blocks and two 12-story blocks appeared. In total, they contained 1469 residential units.
Today, Macallum Street Ghaut PDC Flats remains a significant residential area. It sits on the periphery of George Town’s UNESCO World Heritage Site.
Look around. You’ll notice the different block types. The low-rise blocks face the Tun Dr Lim Chong Eu Expressway. These are Blocks 340, 342 and 344. They stand five stories tall. These are walk-up flats.
Behind them, you’ll see medium-rise blocks. These are 12 stories tall. Blocks 346, 348 and 350 form this group.
Finally, rising at the back are the high-rise blocks. Blocks 352 and 354 soar to 22 stories.
