Cesar Maia, born in 1945, is a notable Brazilian politician. He was elected three times as mayor of Rio de Janeiro. His journey is one of transformation. Maia transitioned from affiliation with the Brazilian Communist Party to becoming a prominent figure in Brazilian politics.

In the 1960s, Maia faced exile due to his communist ties. He sought refuge in Chile. There, he earned a degree in economics. The 1973 coup in Chile prompted his return to Brazil. He became a professor of macroeconomics. Maia then entered politics. He joined Leonel Brizola’s Democratic Labour Party. Maia supported Brizola’s successful campaign for Governor of Rio de Janeiro in 1983. He was then appointed Treasury Secretary.

Maia uncovered an electoral fraud scheme threatening Brizola’s election. He was elected to the national Chamber of Deputies in 1986 and re-elected in 1990. In the late 1980s, Maia broke with Brizola. He joined the Party of the Brazilian Democratic Movement in 1991. He was elected mayor of Rio de Janeiro in 1992. He defeated Benedita da Silva in a run-off election.

Maia’s mayoral career was marked by ambitious projects. These included Rio-Cidade. This was an urban renewal initiative for commercial districts. Sidewalk repairs, streetlights, and landscaping were part of it. Each neighborhood received a distinct visual identity. However, Rio-Cidade faced criticism. Poor architectural choices were criticized, such as a giant cast-iron obelisk in Ipanema.

Another project was Favela-Bairro. It was an urbanization project in the favelas recognized by UNESCO. Basic utilities and public services were provided. Housing and surroundings were renovated. Still, Favela-Bairro was seen as limited. It only concerned itself with 27% of Rio’s shanty-towns.

Re-elected in 2000, Maia aimed to establish a Guggenheim Museum branch on the Rio waterfront. The project was shelved. A court decision deemed the contract against Brazilian law. In his second term, Maia initiated building schemes. Cidade do Samba was built. It is a complex of workshops for samba schools. The Luiz Gonzaga Center for Northeastern Traditions was refurbished.

Easily re-elected in 2004, Maia oversaw public works for the 2007 Pan American Games. These works faced controversy. They were contested as authoritarian and environmentally unfriendly. Cost overruns plagued projects like the Maria Lenk Aquatic Center. Maia left a legacy of an unfinished concert hall in Barra da Tijuca. This was the Cidade da Música. It was declared unsafe.

During Maia’s third term, public hospital management was poor. The federal Ministry of Health intervened. A dengue fever epidemic struck Rio in early 2008. In 2010, Maia ran for the Senate. He finished fourth.

Even today, Cesar Maia’s influence echoes through Rio. He was elected as a councilor of Rio de Janeiro in 2012 and 2016.
