Is it possible to dissolve an organization? Here at Avenida Hipólito Yrigoyen 370 stands a place that met that fate. I am talking about the AFIP.

Let’s explore the story of the Administración Federal de Ingresos Públicos. It was Argentina’s revenue service. The AFIP handled taxation. It even collaborated with the U.S. Internal Revenue Service to share crucial information in 2017.

The AFIP managed national income and taxes. It did this through the General Tax Directorate. It also oversaw payroll via the General Directorate of Social Security Resources. It handled external matters through the General Directorate of Customs. The AFIP regulated taxpayers’ obligations and rights. It operated under the Ministry of Economy.

But times changed quickly. In October 2024, Javier Milei’s government made a surprising announcement. The AFIP would be dissolved. This decision marked a significant shift in Argentina’s administrative landscape.

The AFIP’s dissolution became official by Decree n° 953/24. It was published in the Official Bulletin. This event signaled the end of an era for the revenue service.

Replacing the AFIP was a new body. It was named the “Agencia de Recaudación y Control Aduanero” or ARCA. This translates to Customs Collection and Control Agency. The independence of ARCA remains a topic of discussion.

The AFIP’s final leader Florencia Misrahi continued to play a crucial role. She took charge of ARCA. Her task was to present a regulatory proposal to the Executive Branch. This had to be done within 60 business days.

Under ARCA, a new structure emerged. An Executive Director chosen by the executive power would lead it. This director would serve for four years. They would be supported by the General Direction of Customs and the General Direction of the Tax Office. The government aimed for efficient use of resources and specialization.

The restructuring also led to a significant reduction in public positions. Around 3,000 public workers were let go. This resulted in an estimated saving of EUR 6 million.

The AFIP played a vital role in Argentina’s tax administration. It even exchanged experiences with Mexico’s Tax Administration Service in 2015. This collaboration aimed to improve taxpayer registration and location processes. The AFIP sought to enhance voluntary compliance and tax collection.

The AFIP achieved the ISO 9001-2008 quality certificate. This was for its massive compliance control processes. This recognition highlighted its commitment to quality.

Though the AFIP no longer exists, its impact remains. The transition to ARCA reflects Argentina’s ongoing efforts to optimize public revenue management. The AFIP’s legacy reminds us of the evolving nature of government administration. It shows the constant pursuit of efficiency. The AFIP leaves behind a story of transformation.
