Dr Lucio was born in Xalapa Veracruz in 1819. He studied medicine in Mexico City. He became director of the San Lazaro Hospital. There he dedicated years to researching leprosy. He identified a specific type of the disease. He called it spotted leprosy.

He served as a professor at the School of Medicine. His students loved him. He was known for his clear teaching and kindness.

Dr Lucio was also involved in significant political events. He was one of the physicians who attended to President Benito Juarez. He even signed Juarez’s death certificate. He also treated Emperor Maximilian I. He received the Grand Cross of the Order of Guadalupe for this service.
