The center was inaugurated on June 16, 2007. It is housed in a former mansion, Palacete Garibaldi. The mansion was built in the 1920s. An annex and gardens complete the architectural complex. This complex is a historical heritage of Rio.

The Palacete Garibaldi was designed in 1921 by Gaspar José de Souza Reis. It features a French medieval style. It stands as one of the few remaining examples of this residential architectural style from the 1920s in Tijuca. The building is a listed municipal property. It was designated for public use. It was transformed into a cultural center by the Municipal Secretariat of Culture. The restoration was overseen by the Secretariat of Cultural Heritage.
