Counter-revolutionaries tried to overthrow the Young Turk government. They failed. Sultan Abdülhamid II was removed from office shortly after. The monument was completed in 1911. It became a memorial site for Young Turk leaders like Enver Paşa and Talat Paşa. Mithad Paşa is also commemorated here. He was a reformist grand vizier. The assassinated grand vizier Mahmud Sevket Paşa was buried here.

Just south of the D100 flyway lie three large cemeteries. One belongs to the Rum Greek Orthodox community. Another belongs to the Italian Jewish community. The third belongs to the Armenian community. The Jewish cemetery is rarely open to the public. The founders of the Turkish Orthodox Church are buried in the Rum Greek Cemetery. These are Papas Eftim I, II and III.
