“A meeting hub of the collective mind?” I overheard someone ask, peering curiously at the gates of İPA Kampüs. Intrigued, I joined them, eager to unravel the story of this place. The İPA Kampüs, sprawling across 100,000 square meters within Florya Atatürk Forest, once served as exclusive lodgings for Istanbul’s mayors. Inaccessible to the public, it remained a hidden enclave. This all changed in 2019 with Ekrem İmamoğlu’s election. He transformed the secluded area into the offices of the Istanbul Planning Agency (IPA), envisioning İPA Kampüs as a place where the future of Istanbul could be collaboratively shaped. The İPA, established on February 12, 2020, strives to create a “fair, green, creative, and happy” Istanbul. They employ scientific coordination to analyze the city’s data, develop social policies, and design public spaces. İPA Kampüs houses one of Istanbul’s most significant digital libraries, further enhancing its role as a knowledge center. Within its walls, the agency also nurtures a “collective mind” mechanism, connecting diverse stakeholders to rethink and contribute to the city’s evolution. This network includes NGOs, academics, private sector representatives, international organizations, and planning agencies from around the world. The İPA itself comprises five interconnected units: Vision 2050 Office, Istanbul Statistics Office, Public Design Office, Social Policies Office, and the IPA Institute. The İPA Istanbul Library, located within the Özgür Şahin İPA Campus, boasts over 20,000 printed books focused on urban studies, architecture, and urban planning. This specialized library, opened on July 5, 2022, aims to compile a comprehensive collection of resources about Istanbul and other cities worldwide.
