The Bibliothu00e8que Municipale’s roots stretch back to the late 19th century. Inspired by popular libraries established across Parisian neighbourhoods. These public reading libraries serve the information needs of Parisians. They also cater to the leisure and study requirements of both residents and those working in Paris. Most of the collections are freely accessible. They’re designed for loan and comprise printed documents sound recordings and audiovisual materials. A significant documentary heritage is also preserved in specialized establishments. These are also open to the public.

By 1992 the municipal network boasted 59 establishments. Fifty-two were encyclopedic lending libraries. Ten were large units with an area between 1500 and 3000 square meters. Twelve were exclusively for young people. There were 40 sections for adults. There were also 49 sections or libraries for children and 27 discotheques. Some establishments had specialized collections. For example the library of detective literature at Mouffetard.

The network also included a lending library for Paris City Hall staff. There was a music library the Discothu00e8que des Halles. This encompassed a lending discotheque sound archives and a music documentation center. Five specialized libraries also existed. These included the Bibliothu00e8que Historique with 600 000 volumes. Finally the Bibliothu00e8que des Arts graphiques had 7 000 volumes. These held significant graphic or iconographic collections.

The modernization of the network began in the late 1960s. It intensified after 1977. This was driven by the Mayor of Paris. Efforts included renovating premises. Development focused on youth sections and discotheques. New libraries were created to improve coverage across Paris. From 1981 to 1991 sixteen new establishments opened. These included the libraries Andru00e9 Malraux in the 6th arrondissement. The Mouffetard in the 5th arrondissement. Franu00e7ois Villon in the 10th arrondissement also opened. The Discothu00e8que des Halles and the Jean-Pierre Melville media library in the 13th arrondissement opened later. The total area of lending libraries increased by 50%.
