In 2020 a community needed a solution. Electricity bills were crippling the residents of Babilônia and Chapéu Mangueira favelas in Rio de Janeiro. These were low-income communities near wealthier areas like Copacabana. They faced frequent power outages damaging electronics. The Solar arrived.
This wasn’t just any solar project. It was a beacon of hope. It represented the first solar energy cooperative in a Brazilian favela. Thirty-four families from Babilônia and Chapéu Mangueira formed the Percília e Lúcio solar cooperative. After six months of preparation the cooperative began operations in September 2021.
The cooperative’s solar plant consists of 58 panels on the 177-square-meter roof of the Babilônia Residents Association. This generates 35000 kWh annually enough to power 35 homes. Residents pay a monthly fee but still save around half on their electricity bills. Ronaldo Batista saw his bill drop from R$300 to R$150. He said the savings were enough for extra rice and beans.
The project was more than just about reducing electricity costs. It was about empowerment. It was about training programs. Residents learned to install solar panels creating job opportunities. The cooperative fostered collaboration and increased awareness of renewable energy among low-income communities. It showcased how clean energy can address historical inequities in service access.
Babilônia’s history is rich. Houses first appeared in the mid-16th century during Brazil’s colonial period. However favelas like Babilônia didn’t fully develop until the 1920s. It wasn’t until the 1980s that the state began guaranteeing essential services including electricity. This solar project was a turning point.
The success of the Percília e Lúcio solar cooperative and other initiatives like RevoluSolar and Insolar demonstrate the potential of solar energy in marginalized communities. These initiatives installed solar panels in various community spaces such as schools and daycare centers. These projects not only reduced electricity costs but also promoted environmental education and job creation.
