Could a place built on sand dunes and cabbage patches become a symbol of the American Dream? Here in Westlake, Daly City, that dream, however flawed, took root. Westlake emerged from the post-World War II housing boom, a creation of Henry Doelger, the “Henry Ford of Housing.” He envisioned a self-contained suburb, a haven for first-time homeowners. In 1948, Westlake became part of Daly City. Doelger’s crews flattened the hilly terrain, preparing it for rows of homes. Westlake was designed with efficiency in mind. Compact houses, often in a mid-century modern style, maximized space. They offered practical layouts with living areas upstairs and flexible spaces downstairs. Small yards provided a sense of privacy. This design reflected the need for affordable housing near San Francisco. Westlake offered residents everything they needed: shops, schools, and parks, all within walking distance. The Westlake Shopping Center became the heart of this planned community. But Westlake, like many suburbs of the era, had a dark side. Racial covenants initially restricted homeownership. The Fair Housing Act of 1968 marked a turning point. It gradually opened doors for a more diverse community. Westlake evolved, embracing its multicultural identity. Today, it stands as a testament to changing times. It’s a vibrant neighborhood with a unique charm, a far cry from its homogenous beginnings.
