However, in 1964, Republic Act No. 4136 abolished the MVO. This act was known as the Land Transportation and Traffic Code. It compiled all transportation and traffic rules. The Land Transportation Commission then replaced the MVO. This commission handled vehicle registration and driver licensing. Regional offices were also established to better serve the country.

In 1979, during the Marcos dictatorship, the Land Transportation Commission became the Bureau of Land Transportation. It was absorbed into the Ministry of Transportation and Communications. But in 1985, Executive Order 1011 re-established the Land Transportation Commission.

Finally, in 1987, the Land Transportation Office we know today was born. The Land Transportation Commission was abolished. Its functions were divided between the LTO and the Land Transportation Franchising and Regulatory Board or LTFRB. The LTO took over the functions of the former Bureau of Land Transportation. The LTFRB assumed the functions of the Board of Transportation.

The Land Transportation Office has several key functions. These include vehicle registration, license issuance, and law enforcement. The LTO also handles traffic cases. It aims to rationalize land transportation services and implement transportation laws effectively. The LTO is committed to promoting safety and comfort in land travel. It sanctions overcharging, undercharging, and non-issuance of fare tickets.

The LTO also accredits manufacturers, assemblers, importers, and dealers. These entities must meet certain qualifications to transact with the Land Transportation Office. The LTO issues a Certificate of Stock Reported or CSR. This certifies that a vehicle has been reported by its manufacturer or importer.
