His older brother, Carlos José Costa, became the province’s police chief. Julio A. Costa married Agustina Paz y Cascallares. Together they had six children.

In 1890, Julio A. Costa was elected Governor of Buenos Aires Province. He took office on May 1. On June 2, 1890, he signed the law authorizing the founding of Quequén. This city is in the south of the province. In 1891, he supported Roque Sáenz Peña’s presidential candidacy. However, that candidacy never materialized.

The Revolution of 1893 ousted him in August. After being deposed, he lived in La Matanza. Among his written works are Rosas y Lavalle. Also El Presidente. Plus Entre dos batallas. Also Roca y Tejedor. And Hojas de mi diario.

The history of Gobernador Julio A. Costa is closely linked to Florencio Varela. It is also linked to the Ardigó Station. The rail line opened in 1884. The stop was designated as kilometer 26.700. For many years, it was just a simple stopping point. Over time, the surrounding rural area became densely populated. It eventually became a station.

To the west, Avenida Blas Parera separates Gobernador Costa from San Francisco de Asís.
