Chelas. It wasn’t always the quiet residential area you see today. In the 1950s Lisbon was bursting at the seams. The city needed space. The De Grôer Plan of 1948 pointed east. This plan envisioned expansion. It was a bold vision. An industrial zone and low-density housing were the initial ideas.

But Chelas was different. It was rugged. Steep hills dominated the landscape. Its valleys were natural waterways. It was sparsely populated. Primarily farmland dotted with convents and farms. This land was ripe for transformation.

The response was swift and ambitious. The Chelas Urbanization Plan a massive undertaking covering 510 hectares was born. It was the largest urbanization project ever undertaken by the Lisbon City Council. The goal was to create a modern city within a city.

The plan was complex. High-density housing centers would be built. Green spaces parks and recreation areas would feature prominently. A road system connecting the area to the rest of Lisbon was envisioned. This included public transportation links. The planners wanted a vibrant mixed-use community.
