Black Rock got its name from Black Rock House. Charles Ebden built the grand residence in 1856. He named it after Black Rock in Dublin. Ebden was a pastoralist, businessman, and parliamentarian. Black Rock House is now on the Register of the National Estate.

The northern part of Black Rock was once called Bluff Town. Josiah Holloway developed it in the 1850s. Sales were slow and the suburb grew gradually.

Red Bluff is a notable landmark. Oxidised iron gives the cliffs a burnt orange colour. Popular beaches surround Red Bluff including Half Moon Bay.

Half Moon Bay has a rich yachting history. The Black Rock Yacht Club formed in 1919. It was originally a branch of the Brighton Yacht Club. A rock breakwater was built and in 1926. The hull of HMVS Cerberus was added to protect the boat haven.

In 1888 a horse tram connected Sandringham and Black Rock. It extended to Beaumaris. The service ended in 1914. An electric tram replaced it in 1919. The electric tram ran until 1956. A State primary school opened in Black Rock in 1910. It still operates today.

The first Post Office was Red Bluff. It opened in 1901 and closed in 1969. The first Black Rock Post Office opened in 1902. It was renamed Half Moon Bay in 1922. It closed in 1968. A second Black Rock Post Office opened in 1922.

Black Rock has many recreational reserves. These reserves are located along the shoreline and near the town center. The Black Rock Clock Tower stands at the intersection of Bluff, Beach, and Balcombe Roads.

From the days of the Boon Wurrung people. Half Moon Bay has always been a valued gathering place. Indigenous flora provided food, tools, and medicine. This was true for the Boon Wurrung and early colonists.

In earlier times Black Rock was popular for day picnics. Holidaymakers regularly stayed here in the summer months.

Sustenance workers built the seawall in front of the Black Rock Yacht Club. This happened during the Great Depression. The Life Saving Club is a successor. It followed the smaller Black Rock Royal Life Saving Club. That club was built in the early 1900s. It was the first of its kind on Port Phillip Bay.

Artists have painted the Black Rock sea and shore. Bayside Councils and volunteers have planted Indigenous trees. They maintain the character of the foreshore.

After the Great War Red Bluff was used for a film. It was about the Gallipoli landing. Painters, photographers, and filmmakers have depicted Red Bluff. Its weathered cliff face stands at the northern end of Half Moon Bay.
