Whispers of “Deli Fuat Pasha” drift on the Bosphorus breeze. Here stands Müşir Fuat Paşa Yalısı, also known as Deli Fuat Paşa Yalısı. This grand yalı, a waterfront mansion, has seen empires rise and fall. It whispers tales of political intrigue and military prowess. Müşir Fuat Paşa Yalısı sits on Tokmak Burnu, the fourth cape of the Bosphorus. It’s located at the southern end of İstinye Bay, right along the İstinye-Emirgan road. The yalı dates back to the second half of the 19th century. Its first owner was Billuri Mehmet Efendi. Later, it passed through several prominent hands, including the Iranian ambassador Muhsin Han and Sharif Hussein Bey. The last owner, Müşir Fuat Paşa, a distinguished military leader and statesman, lent his name to the yalı. His outspoken nature and sharp intellect earned him the nickname “Deli,” meaning “mad” or “eccentric.” Müşir Fuat Paşa Yalısı wasn’t always easy to find. The construction of the Bosphorus coastal road obscured it from view, placing it below road level. The yalı underwent several transformations over the years. Fuat Paşa himself added wings to the sides, raised the roof, and installed a skylight. In 1940, the yalı was sold to the Denizcilik Bankası (Maritime Bank), and later housed a shipyard. During this time, significant alterations were made. The skylight and roof were removed, the roof’s shape was changed, and an arched bridge was built connecting the second floor to the street. Sadly, the harem section of the yalı was demolished during this period of change. After the shipyard closed, Müşir Fuat Paşa Yalısı was transferred to the Ministry of Foreign Affairs. It served as the headquarters for the Black Sea Economic Cooperation Organization before becoming the Istanbul Representative Office of the Ministry of Foreign Affairs, its current function. The yalı stands as a testament to a tumultuous era, reflecting the changing tides of Istanbul’s history.
