ZIMSEC is not just any organization. It is an autonomous parastatal. It operates under the Ministry of Education, Sports and Culture. Its main job is to manage public examinations in Zimbabwean schools.
Think of ZIMSEC as the guardian of educational standards. The council ensures that the qualifications it confers are internationally recognized. How? Its syllabuses were evaluated by NARIC in the UK. They were found to be equivalent to the General Certificate of Education Standard. This standard is used in the UK, Australia, New Zealand, the USA, and other English-speaking countries.
The story of ZIMSEC begins in 1983. The Cabinet decided to localize Ordinary Level and Advanced Level examinations. By November 1990, the first localized Ordinary Level exam was written. The Zimbabwe School Examinations Council Act was passed in 1994. This act formalized ZIMSEC’s role. In November 1995, ZIMSEC was officially born, led by an Interim Director.
ZIMSEC offers several qualifications. There is the Grade Seven Certificate for primary education. For secondary education, there’s the ZIMSEC General Certificate of Education Ordinary Level. Commonly known as O-Levels. There is also the ZIMSEC General Certificate of Education Advanced Level. Known as A-Levels. This is a school-leaving qualification.
ZIMSEC aims to be an international center of excellence in assessment by 2030. Its mission is clear. To provide quality assessment of candidate performance. And to award internationally recognized certificates. Integrity, innovation, accountability, excellence, and inclusiveness are its core values.
The organization uses technology to improve its processes. GradeMaker helps develop items and banks. Electronic registration and online mark capturing are also used. Results are published online.
ZIMSEC is a member of several associations. These include SAAEA, AEAA, and IAEA. These platforms allow ZIMSEC to share ideas. They also help align its strategies with international trends.
ZIMSEC operates through various divisions. These include Exams Administration and ICTESD. There is also Test Design, Human Capital, and Finance. Internal Audit is also key. Each of the ten provinces has a regional office. This ensures accessibility and smooth operations.

However, ZIMSEC has faced challenges. Examination paper leaks have been a recurring issue. In 2023, leaks occurred during Ordinary and Advanced Level tests. Some stakeholders suggest that ZIMSEC needs to collaborate more. Working with others could help curb these leaks. Some say that the welfare of invigilators needs attention. Disgruntled invigilators might not prevent cheating.
