Look around you. Notice the eight ponds surrounding the Win-Win Memorial. Admire the monumental sculptures that dot the landscape. Take in the 117-meter-long wall. It features bas-reliefs depicting Cambodia’s path to peace. These carvings illustrate the defection of Khmer Rouge soldiers. They joined the Cambodian government. Soldiers wear the Royal Cambodian Armed Forces uniform in the carvings. They sit in ceremonies organized by government officials.
The park around the Win-Win Memorial is designed for relaxation. Trees and plants enhance the atmosphere. The Win-Win Memorial stands 54 meters tall. Its pentagon-shaped base represents Prime Minister Hun Sen’s “DIFID” strategy. This stands for Divide, Isolate, Finish, Integrate, and Develop. Above the pentagon, a 33-meter high triangular monolith rises. It represents the guarantees made to the Khmer Rouge. These guarantees included life, jobs, and property.
The Win-Win policy wasn’t about compromise. It was about creating an agreement. All parties took a step back. This was for the betterment of the country. It ended the wars. It promoted national unity. It encouraged joint efforts toward economic development. Amnesty was granted to Khmer Rouge commanders. This ended the war.
