Beneath this unassuming exterior lies an engineering marvel. It’s a place where water gets a second chance. This is the Donald C. Tillman Water Reclamation Plant. It’s more than just a treatment facility. It’s a symbol of Los Angeles’ commitment to sustainability.
The Tillman Water Reclamation Plant began operations in 1985. It was the vision of Donald C. Tillman. He was the city engineer from 1972 to 1980. He foresaw the need to reclaim wastewater in a growing city.
The plant processes 80 million US gallons of waste a day. That’s a staggering amount of water. It produces 26 million US gallons of recycled water. This reduces the need for large sewer pipes.
The treated water flows into the lake in Balboa Park. Then, it enters the Los Angeles River. Surprisingly, it makes up most of the river’s flow.
But here’s a unique twist. The Tillman Water Reclamation Plant isn’t just about functionality. It’s also about aesthetics. The Administration Building was designed by Anthony J. Lumsden. It is also home to The Japanese Garden. The garden provides a beautiful backdrop. It has appeared in films and television shows. These include “Dead Heat”, “Rising Sun”, and even “Star Trek”.
The Japanese Garden incorporates different elements. There is a Zen meditation garden. There is a wet garden with waterfalls. Also, there is a tea garden. Reclaimed water is used in the wet garden and tea garden.
The Tillman plant services around 750,000 to 800,000 residents. This includes those to the West, North, and Northeast of the Plant. Approximately 60% of the wastewater comes from residents. The other 40% comes from industrial and commercial sources.
Here is something else interesting. The Tillman plant does not process solids. All solids are transferred to the Hyperion Treatment Plant. Hyperion treats the biosolids. Then they truck the material to a City’s farm. There, it is reused as a soil amendment.
The plant’s main function is to relieve the wastewater collection system. It does this between the San Fernando Valley and the Hyperion Treatment Plant.
The treatment process is extensive. It starts with removing grit, sand, and trash. Then the wastewater flows into primary sedimentation tanks. Here gravity is used to settle heavy particles. Next is the secondary treatment in aeration tanks. Air is bubbled through ceramic domes. This helps break down organic material.
The final step is filtration and disinfection. Chlorine is added to the filtered wastewater. The whole process takes about 11.5 hours.
Looking ahead, there are plans to expand the plant. This expansion is expected to begin in late 2024. It will increase the plant’s ability to purify wastewater. The purified water will be pumped to the Hansen Spreading Grounds. This will replenish groundwater supplies. Eventually, it will be delivered to local taps as drinking water. This would mark the first time Los Angeles uses treated, recycled wastewater as drinking water.
The Donald C. Tillman Water Reclamation Plant is a testament to innovation. It shows how public works can enhance a city. It does this culturally and aesthetically.
