Whispers of hardened criminals and high-profile convicts echo within these walls. This is Tihar Jail, India’s largest prison complex. Spanning 80 hectares, Tihar Jail is more than just a correctional facility. It’s a world unto itself.

Tihar Jail was commissioned in 1958. Back then it was a single jail intended to hold 1273 prisoners. Today, the Tihar complex has nine prisons and one at Rohini. Together they can officially hold 6250 inmates. The actual number often nearly doubles that.

Let’s step back in time to 1981. Imagine a young law graduate, Sunil Gupta, arriving at Tihar Jail. He is eager to reform those written off by the world. He quickly learns the ropes. Charles Sobhraj, a notorious serial killer, was one of the first people Sunil Gupta met there. Sobhraj seemed to have free reign inside Tihar Jail. He ran rackets and bribed officials.

Gupta’s memoir, Black Warrant, pulls back the curtain on life inside Tihar Jail. He encountered murderers, drug lords and terrorists. Tihar is a place where the formal legal system meets the law of the jungle. Power and money buy privilege even here. One gangster had two cells. One for himself and one for breeding pigeons. Another inmate’s wealthy family bought a hotel near Tihar. They just wanted to send him food.

Black warrants are rare. Judges issue them when a death row inmate’s last appeal fails. They often break the pen afterwards. Tihar Jail staff then prepare for a hanging. The prisoner gets moved to solitary confinement.

Inmates at Tihar Jail work in carpentry and weaving. They also work in tailoring and food processing. Pottery, shoemaking, and baking are other options. Products are sold under the brand TJ’s. Despite the harsh realities, Tihar Jail has seen small reforms. A “safe zone” protects those with short sentences from negative influences. A politician’s son, once privileged, expanded the TJ’s business. He even got outlets opened in district courts.

Tihar Jail also tries to support families on the outside. Samarpan Foundation provides food parcels. They also motivate families to educate their children. Skills training is provided to women.

Gupta retired from Tihar Jail disillusioned. He felt he was just doing a job. He hopes that by sharing his experiences, someone can fix the prison system. Tihar Jail remains a complex institution. It is a place of confinement, but also one of unexpected resilience. It’s a reminder of the human capacity for both darkness and light.
