Once a part of Hoành Bồ District, Thượng Nhất officially became a village on October 5, 1950. This wasn’t a spontaneous creation. It was a merger of two existing villages: Cộng Hòa and Đoàn Kết. Đoàn Kết itself was formed just a year earlier in 1949. It was created from the union of Yên Thọ, Vũ Oai, and Lương Khê. Cộng Hòa also emerged in 1949, from the villages of Xích Thọ, Giang Võng, and Đá Trắng. This layered history gives Thượng Nhất a rich tapestry of interwoven communities. The village then became part of Ha Long city on January 1, 2020, when Hoành Bồ District was absorbed into the city. Thượng Nhất covers a substantial area of 81.45 square kilometers.
