After a long break, the Sultan reconvened the council in 2004. The agenda included changes to the 1959 constitution. The council approved a proposal to increase its size. Some seats were to be elected. However, elections were not scheduled. Real power remained with the Sultan’s family.

The Legislative Council’s third session opened in 2007. Sultan Hassanal Bolkiah attended the ceremony. Prince Mohamed Bolkiah and Prince Al-Muhtadee Billah were also present.

The first meeting in the new building happened in 2008. It was in Jalan Kebangsaan. The Sultan officially opened it. He signed a plaque.

Since 1959, the council has had key roles. It approves budgets and revenue estimates. It advises the Sultan. It reviews government policies. It also passes bills and motions.

The Legislative Council follows standard practices. Bills go through three readings. They need Cabinet approval first. Passed bills require Royal Assent to become law.

The Speaker manages council proceedings and voting. The Speaker ensures transparency. Appointed by the Head of State, the Speaker ranks fourth in Brunei.

The Council includes the Sultan and Crown Prince. It has cabinet ministers and three types of members. These include members with titles. Some represent districts. Others are outstanding Bruneians. The Sultan appoints all members except himself.

The Dewan Majlis building cost over B$62 million. It covers about 26 acres. Its design blends Greek, Roman, Malay, and Islamic elements. Five columns at the entrance represent the 1959 Constitution. Eight and four columns symbolize Brunei’s 1984 independence. The dome’s 29 windows and columns represent the 29th Sultan.
