In March 2023, Guangdong Province launched a policy. It allowed less developed regions to establish industrial parks within more developed areas. This was a departure from the traditional “enclave economy”. Usually, developed regions set up zones in less-developed areas. The goal was to promote cross-regional economic cooperation. They also wanted to optimize resource allocation. The aim was to achieve mutual benefits. They wanted to leverage the advanced infrastructure of developed regions. They also wanted their talent and market advantages.
The Maoming Dianbai-Foshan Nanhai Industrial Cooperation Park was inaugurated here. It is located in Shishan Town. This marked the first “reverse enclave”. It was jointly built by provincial, city, district, and township levels in Guangdong Province.
This Cooperation Park is within the Yuehai Intelligent Manufacturing Industry Park. The park boasts six high-standard factory buildings. It has a total construction area of 166,300 square meters. This makes it the largest “reverse enclave”. It was established between Foshan and Maoming to date.
Yuehai Yuan Tou developed and operates the Yuehai Intelligent Manufacturing Industry Park. It is a subsidiary of the provincial state-owned enterprise Yuehai Group. A recruitment team was jointly established. It comprised Nanhai District, Dianbai District, Shishan Town, and Yuehai Yuan Tou. They created a unified recruitment platform. They achieved interconnected information. They promoted the efficient allocation of resources.
On the day of the event, three companies signed agreements. They would move into the park. These companies covered fields like big data and new energy. They also focused on advanced manufacturing. Companies that signed agreements could immediately start renovation upon entry. Enterprises moving into the park would enjoy equal access to policies. These were provincial, municipal, and park-level industrial and talent policies.
Since the pairing, Foshan and Maoming have jointly promoted cooperation parks. For example, the Foshan Nanhai (Maoming Dianbai) Industrial Transfer Cooperation Park was inaugurated. By the end of last year, it had introduced 25 industrial projects. They had a planned total investment of approximately 3.1 billion yuan. Eighteen projects had already been settled. This time, Nanhai and Dianbai joined hands again. They built an industrial cooperation park. They aimed to create a comprehensive hub. It would enable in-depth resource integration. It would also be a frontier base for industrial transformation and development.
