“What exactly does the Sharjah Consultative Council do?” someone asks. The Sharjah Consultative Council is more than just a building. It embodies the spirit of collaboration and progress in the emirate.

Before the UAE’s formation the principle of ‘Shura’ was common. This meant the head of the tribe consulted advisors before decisions. This tradition of sharing continued after the UAE formed in 1971. It became a main pillar of the UAE’s Constitution.

The Federal National Council or FNC is the UAE’s parliamentary body. It serves as a consultative council. The FNC has 40 members. The late Sheikh Zayed encouraged FNC members to speak freely. He wanted them to express the citizens’ needs honestly.

The FNC went through two stages. The first was the foundation stage from 1971 to 2004. All 40 members were appointed by the Rulers of the seven emirates. The second stage began in 2006. It revised how representatives were selected. It combined election and appointment.

The goal was to let citizens elect their representatives. This aimed to boost national loyalty. It also sought to increase public interest in national affairs. Young educated people and women were encouraged to contribute. This reflected trust between rulers and citizens. It showed the government’s commitment to social and economic growth alongside its people.

Each emirate’s Ruler appoints half the members. Electoral bodies then elect the other half. The UAE established an electoral college system in 2006. Each emirate has its own college. The Ruler chooses the members and sets voter terms. For example the Ruler may allocate a percentage of voters to females seniors or adults.

Every college member can apply for FNC candidacy. Candidates run in their home emirate. College members vote for a candidate from their emirate. The 20 candidates with the most votes become FNC members.

The National Election Committee oversees the election process. It plans and supervises. The NEC was formed in 2006. It issues rules and sets election dates. Members can vote inside and outside the UAE. Polling stations are determined by the NEC.

The UAE uses an advanced eVoting system. It employs biometric smart cards for verification. This ensures accuracy speed and transparency. It also ensures reliability and protection.

The FNC actively raises concerns. It debates issues concerning the UAE’s social cultural and economic dimensions. The current FNC is the result of the 2023 elections.

Meetings are open to the public. They may be held privately if requested. Deliberations are valid if a majority of members are present. Resolutions pass by an absolute majority.

The Constitution requires federal draft laws to pass through the FNC first. The FNC reviews and makes recommendations. It may amend laws to suit citizens’ needs.
