Attorneys argued the city violated constitutional rights. They claimed it imposed prior restraint on religious expression. The church estimated renewal would cost over $50,000. It could exceed $100,000. This included a complete environmental impact report.

Pastor Art Evans emphasized the church’s role in America. He believed the church must be holy for the nation’s sake. Evans described the church in various ways. It is the body of Christ. It is a construction crew. It is an army. It is also a hospital.
