Seven stories high it looms. The Richard J Donovan Correctional Facility a stark presence against the San Diego County landscape. This isn’t your typical tourist attraction. The Richard J Donovan Correctional Facility opened in July 1987. It sits on 780 acres near the Mexico-United States border. It’s the only state prison in San Diego County. Named for Richard J Donovan a former assemblyman and judge who championed its creation. He sadly passed away before he could see it built.

Initially designed to house one inmate per cell overcrowding became a persistent issue. In March 2012 the facility’s population exceeded its design capacity by over 166 percent. Even today the prison often operates above capacity. This creates difficult conditions for both inmates and staff.

But within those imposing walls there’s a surprising level of activity. Richard J Donovan boasts a bakery producing thousands of loaves daily. A shoe factory manufactures footwear for inmates statewide. The jobs in these facilities are highly sought after by inmates. The monthly pay is small but represents a significant improvement compared to other prison work. These jobs provide valuable skills and a sense of purpose.

In 2010 KPBS reported on life inside. The facility housed a diverse religious community with over fifteen faiths represented. The prison also provided extensive programming. Including educational opportunities vocational training and substance abuse treatment.

In 2013 Sirhan Sirhan the assassin of Robert F Kennedy was transferred to Richard J Donovan Correctional Facility. This transfer coincided with the 50th anniversary of John F Kennedy’s assassination a striking coincidence.

However the facility has faced scrutiny. A court order in 2021 mandated body cameras for guards. This was a response to a documented culture of excessive force against inmates including vulnerable populations.
