Pulangbato is a barangay in Cebu City. The 2020 Census determined its population was 8,037. That is 0.83% of Cebu City’s total population. The population of Pulangbato has grown significantly. In 1990, it was 2,660. By 2020, it had increased to 8,037. That is a rise of 5,377 people in 30 years.
In 2024, the Pulangbato Barangay Council sought a state of emergency. This request was to speed up the completion of an unfinished bridge project. The project aimed to replace the old steel bridge. Typhoon Odette damaged it severely in December 2021. The target was completion within 240 days from September 15, 2023.
The council endorsed a resolution urging the City Council. It called for contract termination with the project’s contractor. Negative slippage was at 63.98 percent. The P24 million bridge construction project was awarded to SBD Builders. It was at Sitio Candarong to Tanay Road. The project remained unfinished long after its extended deadline. That deadline was September 30.
Mayor Raymond Alvin Garcia supported the state of emergency declaration. He awaited Cebu City Council approval. This would expedite fund appropriation for finishing the bridge. Motorists were using alternative roads. These posed accident risks.
Barangay Captain John Barry Miñoza highlighted the bridge’s importance. It connects Pulangbato residents to Barangays Pit-os and Talamban. It also links them to downtown Cebu City. Plus, it serves residents from mountain barangays like Guba, Agsungot, and Sirao.
The alternative road was a makeshift path. It ran along the Butuanon River bed near the unfinished bridge. This posed danger during heavy rains and strong currents. Many motorcycle riders lost balance on this makeshift road. Most were habal-habal drivers. Injuries ranged from minor to fractured bones.
When the alternative road became impassable, residents faced a longer route. They had to go via Barangays Binaliw and Agsungot. Then, they would descend to Guba and Pulangbato. This wasted time and resources. It also exposed them to landslide risks during heavy downpours.
Another makeshift footbridge was made of bamboo. It showed signs of wear. It risked collapse. This bridge was vital for Pulangbato residents. That included students traveling to the city center.
Sudlon 1 barangay councilor Dante Tabucal became the new president. He is president of the Barangay Councilors League of the Philippines Cebu City chapter. The election happened last Friday at the Mariner’s Court.
