Perhaps Poway’s greatest transformation began in the 1950s. This change wasn’t marked by battles or political upheaval. It was something far more fundamental: water.

Before the 1950s, Poway relied heavily on rainfall. Farming was the backbone of the community. The creek and fertile soil were assets. However, the lack of readily available water hindered growth.

Imagine the collective sigh of relief on January 29, 1954. An election about forming the Poway Municipal Water District passed overwhelmingly. The vote was 210 to 32.

Soon after, citizens voted to join the San Diego County Water Authority. They also agreed to a $600,000 bond to build a water system.

July 1954 marked a pivotal moment. The first water delivery went to Gordon’s Grocery on Garden Road. This event symbolized a new era for Poway.

In 1972, Poway Dam was constructed. It provided a dependable water supply. No longer would the community be entirely at the mercy of rainfall.

With a stable water source, Poway transformed. Agriculture shifted towards avocados and citrus fruits. New residents arrived. Small businesses and shopping centers began to appear. The former farm town was evolving.

Poway officially became a city on December 1, 1980. This was a significant step in its evolution. It reflected the community’s growth and changing identity.

Before incorporation, Poway was an unincorporated area of San Diego County. The city now operates under a Council/Manager form of government. This structure allows for local decision-making.

The Poway Business Park started development in the late 1980s. It is a 700-acre complex. Today, it houses over 500 businesses. These businesses provide more than 18,000 jobs.

Poway’s journey from a small farming valley to a thriving city is remarkable. Water played a crucial role in this transformation. It enabled growth and diversification.
