Have you ever heard of a ward that was once a commune? Phường Thới An is one of the most important wards in District 12, Ho Chi Minh City, Vietnam. In 1997, the government restructured the city, transforming Phước Kiên Commune into Phường Thới An, a full-fledged ward within District 12.
