The locality has a rich history. Once known as Kẻ Sét it comprised eight villages. These villages ranged from Giáp Nhất to Giáp Bát. Over time some villages merged.
Before the 15th century Thịnh Liệt was called động Cổ Liệt. Hồ Hán Thương planned to build a palace there. This was for moving the capital from Tây Đô.
In the early 19th century Thịnh Liệt included the villages from Giáp Nhất to Giáp Bát. These belonged to tổng Hoàng Mai huyện Thanh Trì phủ Thường Tín. At the start of the 20th century the villages became xã. They together with Tương Mai belonged to tổng Thịnh Liệt.
After the August Revolution Thịnh Liệt was part of Hanoi. It formed an outer region of the capital. During the early period against French colonialism Thịnh Liệt was in quận 6. Later it became part of liên quận huyện 3 then Trấn Nam.
In 1954 peace returned. Thịnh Liệt included the villages of Giáp Nhất Giáp Nhị Giáp Tỵ and Giáp Lục. These were under quận Quỳnh Lôi later quận 7.
When land reform was carried out the villages became xã. Giáp Nhất Giáp Nhị Giáp Tỵ and Giáp Lục formed xã Đoàn Kết. Giáp Nhất and Giáp Bát along with Tương Mai became xã Hoàng Văn Thụ. Later Giáp Thất and Giáp Bát rejoined xã Đoàn Kết.
In 1964 xã Đoàn Kết was renamed xã Thịnh Liệt. In 1973 some villages became part of Giáp Bát and Tân Mai wards.
Phường Thịnh Liệt is also home to several construction enterprises. These include Works Construction Factory No 1 No 5 No 6 No 8 and No 9.
