“Another ward?” you might ask. Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n is more than just another ward in Ho Chi Minh City. It is one of the eleven wards of District 12. Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n has a rich history and a promising future.
Established in 1997, Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n is the largest ward in District 12. Its natural area spans 968.58 hectares. Back then, the ward had a population of 10616. Today Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n is home to 35642 residents living in 9626 households.
Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n is located in the eastern part of District 12. It is about 15km southwest of the city center. The ward is divided into seven residential areas and 49 residential groups.
Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n is crisscrossed by a dense network of rivers and canals. This creates favorable conditions for the development of waterways. Currently there are 47 large and small rivers and canals totaling 42.315 km. These waterways serve the transportation and trade needs of the people.
Besides waterways Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n also has major roads. These include National Highway 1A, To Ngoc Van Street and Ha Huy Giap Street. A network of inter-neighborhood roads connects the areas. Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n is connected to the center of Ho Chi Minh City. It also connects to the provinces of Binh Duong, Tay Ninh and Binh Phuoc and the North-South axis.
The planning map of Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n is divided into several sub-regions.
Residential Area No 1 is located in the north of the ward. It covers a total area of 243 hectares. 160 hectares are for civil land. The rest is for construction with a standard density of 53.5 square meters per person.
Residential Area No 2 covers 255 hectares. 158 hectares are for civil land. The rest is for construction with a standard density of 51.6 square meters per person.
Residential Area No 3 covers 258 hectares. 195.6 hectares are for civil land. The rest is for approved construction land. The standard density is 54.8 square meters per person.
These three residential areas have 15-20 traffic routes. They also have separate wastewater treatment systems. Each sub-region has its own planning strategy. Many projects have been, are being and will be implemented. The entire ward will have 11 residential projects. These include garden houses and high-rise buildings with a total area of approximately 200 hectares.
These projects focus on bringing green space into the living environment. The goal is to become an ecological city. Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n will focus on investing in transport infrastructure. This will ensure regional connectivity. It will also facilitate people’s movement.
Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n will also work with An Phu Dong and Thanh Loc wards. Together they will become a satellite city linking Binh Duong with Ho Chi Minh City.
The District 12 People’s Committee has called on investors. The aim is to accelerate the urban planning process in Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n. Many incentives are offered. The People’s Committee will speed up the review process to attract investors. Normally it takes 18 working days to process applications. But in Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n it will be processed in 10-15 days or less.
District 12 has approved an investment project. This project will build a bridge over the Ben Cat canal and a planned road in Ph\u01b0\u1eddng Th\u1ea1nh Xu\u00e2n. Gia Cu Investment and Development Co. Ltd. is the investor. This unit is responsible for compensation and site clearance at no cost to the city.
Ho Chi Minh City People’s Committee has approved the construction of District 12 Green Park. It will cover 150 hectares. It will be located in Thanh Xuan and Thoi An wards during the period 2020-2025. The park is located on agricultural land. It will include mixed green trees in the two wards. Most of the park area is concentrated in Quarter 2 of Thanh Xuan Ward. It runs parallel to TX 25 and ends at the Le Thi Rieng intersection in Thoi An Ward.
The model that the government is aiming for is a multi-functional green park. It will be a place for entertainment. It will also serve as a community living area, tourist area, commercial area and business area.
