“Relocate or remain?” That is the lingering question here in Phường Hòa Xuân. This ward is part of Cẩm Lệ District in Da Nang. It is a place of contrasts and unresolved futures.
Phường Hòa Xuân was established in 2005. It was formed from the old Hòa Xuân commune. This area was transferred from Hòa Vang District to the newly created Cẩm Lệ District. Phường Hòa Xuân covers 9.9 square kilometers. Back in 2005, it had a population of about 12,605 people. The population density was 1,273 people per square kilometer.
Today we are standing near a residential project area. For over a decade, 81 households have faced uncertainty. They live with degrading conditions. The planned area is near the Cẩm Lệ River. Modern urban zones surround it. The contrast is stark.
Imagine houses on the brink of collapse. For thirteen years, residents couldn’t construct or renovate. Neighboring areas became elevated urban zones. This worsened flooding in this low-lying neighborhood. Some residents have postponed weddings for their children. Their houses flood frequently from the adjacent river. Roads and power lines have not been upgraded in over a decade. They are in severe disrepair.
Initially, the residential project led to illegal land sales. There were 362 properties filed. But there were only 81 households. Da Nang estimated project costs at VND375 billion. This included site clearance and compensation. It also included 300 plots of land for relocation.
Le Quang Nam is the vice-chairman of the Da Nang People’s Committee. He stated that the city is committed to the planned residential development. The project is called E – Hòa Xuân. E – Hòa Xuân will remain public land. It will serve as a green park and a riverside reserve. It will also be a flood drainage corridor.
While awaiting project approval, the Cẩm Lệ District People’s Committee will oversee the area. They will prevent illegal construction. The city is resolute in preserving it for public use. This stance is non-negotiable.
The 81 households have been locked in this suspended area for over a decade. They must continue to wait for a resolution. The story of Phường Hòa Xuân is a story of waiting.
