Hidden within Phnom Penh, Phum Prey Speu holds a somber past. A place once intended for social support, Phum Prey Speu became a place of confinement. It housed the city’s most vulnerable: the homeless, those struggling with addiction, and individuals with mental illness. The center, located in Choam Chao II commune, Por Senchey district, held over 200 residents. Reports from organizations like LICADHO painted a grim picture. They described Phum Prey Speu as a place of detention and even torture. Tragically, multiple deaths were reported at the center, raising further concerns about the conditions within its walls. The Ministry of Social Affairs ultimately decided to shut down Phum Prey Speu. The remaining residents were to be relocated to their home provinces or more appropriate facilities. Some, struggling with addiction, were sent to rehabilitation centers. Others, facing homelessness, were promised housing and identification. The closure of Phum Prey Speu marked a turning point. It served as a stark reminder of the challenges faced by vulnerable populations and the need for humane and effective social support systems.
