Dreams took shape here. Those dreams transformed the landscape into Panorama City. Today, we explore this vibrant neighborhood. Panorama City is in the San Fernando Valley. It holds the distinction of being the Valley’s first planned community.

After World War II, a housing boom swept the nation. Fritz B. Burns and Henry Kaiser saw an opportunity. In 1948, they developed Panorama City. The architectural firm Wurdeman and Becket created the master plan. Burns and Kaiser formed Kaiser Community Homes in 1945. They aimed to provide housing for returning veterans. Many homes were purchased using loans from the Federal Housing Administration. The Servicemen’s Readjustment Act of 1944, also known as the G.I. Bill, helped.

Panorama City experienced some challenges. Racially discriminatory covenants existed. These covenants restricted property ownership. They excluded people who were not of the white or Caucasian race. The Civil Rights Act of 1968 made such covenants legally unenforceable. However, many documents still contain the outdated language.

The Community Reinvestment Act of 1977 accelerated integration. Credit was provided without regard to race or income. This led to white flight, a common phenomenon in the San Fernando Valley. Panorama City was exempt from desegregation busing because of its diversity.

Once, Panorama City was near General Motors’ largest assembly plant. Today, The Plant shopping center stands where the Van Nuys Assembly plant once operated. A mural commemorates the GM plant’s glory years. It is located on Van Nuys Boulevard under the rail bridge.

Panorama City is home to many. The population density is the highest in the Valley. A significant portion of residents were born abroad. Most of them come from Mexico.

Panorama City offers various amenities. These include three high schools, two recreation centers, and a senior center. The Los Angeles Kings Valley Ice Center provides ice-skating opportunities.

Historically, Panorama City was a major retail hub. The Panorama Mall opened in 1955. It included The Broadway and other stores. Over time, other department stores like Ohrbachs, J.W. Robinson’s, and Montgomery Ward opened nearby. They were marketed as the Panorama City Shopping Center.

The Panorama Recreation Center is a valuable community asset. It features an auditorium, a baseball diamond, basketball courts, and a gymnasium. The Sepulveda Recreation Center offers similar facilities. It also has an outdoor pool. The Mid-Valley Senior Citizen Center provides a space for seniors.

The Panorama City Neighborhood Council plays an important role. It provides a public forum for discussion. It advises the city on issues affecting the area.
