Founded by Cambodian expats returning from the United States, Paññāsāstra University of Cambodia stands as a testament to their vision. However, its story began a few years earlier, in 1997, with the establishment of English pre-academic programs. The university was the brainchild of Dr. Kol Pheng, Cambodia’s former Minister of Education, Youth, and Sports. He, along with other expats, aimed to contribute to Cambodia’s growth by developing its human capital. Paññāsāstra University of Cambodia distinguishes itself as the first higher learning institution in Cambodia to offer English-based education across all its subjects.
