First in Japan. That’s the claim to fame for Otsu IC/SA. Specifically, the Meishin Expressway opened in July 1963 as Japan’s first high-speed road. Then, Otsu Service Area was established on October 1 of the same year as Japan’s first service area.

Otsu IC/SA offers travelers respite. It also provides stunning views of Lake Biwa. This is Japan’s largest lake.

Imagine stopping here on a road trip. You stretch your legs. You breathe in the fresh air. The shimmering expanse of Lake Biwa unfolds before you.

Before the Tokyo Olympics 2020, Otsu failed to attract Kyoto’s tourist flow. Yet, the Otsu IC/SA has its own charm.

Lakeside Coffee has baristas who love coffee. They craft authentic espressos and cappuccinos. You can sip latte art while enjoying the view.

Looking for souvenirs? The shop stocks products from Kobe, Shiga, Osaka and Kyoto. You will find a variety of treats.

Otsu IC/SA offers long-established Japanese confectionery shops. Tawaraya Yoshitomi and Sasaya Iori are examples. You can find popular Kyoto souvenir yatsuhashi from Izutsu Yatsuhashi Honpo. Pickled vegetables from Kyotsukemono Nishiri are also available. Of course, you cannot forget 551 Horai.

But there is more to Otsu than just a rest stop. The city has a rich history and culture. Otsu once served as Japan’s capital for five years in the 7th century.

Otsu thrived as a post station on the Tokaido highway during the Edo period. This highway connected Edo which is now Tokyo to Kyoto. Travelers often brought back omiyage which are gifts for family and friends.

One unique souvenir was the Otsu-e. These are simple paintings on paper with popular themes. They originated in the 1620s. Initially, most paintings were Buddhist in nature. Later, artists created humorous works. They depicted demons, beauties and animals.

Even today, Otsu maintains sister city relationships. Lansing, Michigan is one of them. Both are capitals of their respective regions.

The city is home to many museums. The Shiga Prefectural Lake Biwa Culture Museum displays the region’s culture.

So, as you pause here at Otsu IC/SA remember its pioneering spirit. Enjoy the coffee. Admire the lake view. Take a moment to appreciate the history that surrounds you. It is a blend of modern convenience and ancient heritage.
