Overcrowding became a serious problem. Weekends brought thousands. Impromptu concerts filled the air. Sadly gang activity followed. The park became unsafe. A police officer was even injured. In 1992 the gates were locked. A “Park Closed” sign remained.

The silence was heavy. Locals missed Orcas Park. City Councilman Richard Alarcon worked hard to reopen it. Voters approved Proposition A funds. Eight hundred and twenty thousand dollars were allocated.

Orcas Park was transformed. A new equestrian arena appeared. Picnic facilities improved. Parking expanded. A trail was moved to accommodate the widened entrance road.

It became the fourth city-owned equestrian facility. Others are at Griffith Park and Hansen Dam Equestrian Center. The transformation was complete. Orcas Park was reborn. This time a safe place for horse lovers. Picnics are now permitted but with controls. Public safety is closely monitored.

Residents are happy. Nancy Snider president of the Lake View Terrace Home Owners Assn was optimistic. They hoped Orcas Park would be a safe haven for horse owners. A new name Gabrieleno Park is even being considered.
