Developers Billy Carlson and Albert E Higgins envisioned a resort destination. They built the Cliff House a grand hotel. They even held mussel roasts and concerts to attract visitors. However their ambitious plan faced challenges. The location was a two and a half hour carriage ride from downtown San Diego. This made it inconvenient for potential visitors. Sadly the Cliff House burned down in 1898. The development stalled for twenty years.

Ocean Beach’s unique character emerged later. The dredging and development of Mission Bay in the mid-20th century isolated Ocean Beach. This led to the development of its counter-culture identity. The community fiercely protected its independent spirit. It resisted the encroachment of large chain stores. This has preserved Ocean Beach’s distinctive charm. The Ocean Beach pier a 1971 foot long concrete structure opened in 1966. It is the longest concrete pier on the West Coast. It is a popular fishing spot where you can fish without a license.
