They saw a need for a junior high school and set plans in motion to establish Naruo Junior High School. The following year, in 1943, their proposal received official approval. Construction began and after a period of work, the building was completed in 1945. A transformation occurred in 1948. Naruo Junior High School evolved into Naruo Senior High School. This marked a significant shift in its educational focus. An exchange with Sumiyoshi Senior High School led to another change. Naruo Senior High School became co-educational, welcoming both male and female students. The year 1950 brought further evolution. The school transitioned to prefectural status, becoming Hyogo Prefectural Naruo Senior High School. The institution’s ties to the wider region were solidified.
