Did Cambodia’s weather forecasting take a giant leap forward? Absolutely! Right here at the Ministry of Water Resource & Meteorology, a transformation occurred. Established in 1999 during the second term of the Royal Government, this ministry isn’t just about tracking rainfall. It tackles crucial issues related to water resources and meteorology. The Ministry of Water Resource & Meteorology has a broad mandate. It aims to establish the government’s position on water resource availability. It also conducts scientific research on underground and surface water potential. Furthermore, it sets directions for water consumption across various sectors. The ministry even drafts laws and regulations related to water use and control. Led by Minister HE Thor Chetha, the Ministry of Water Resource & Meteorology includes ten departments and a technical center. These cover areas like administration, planning, finance, water resource management, hydrology, meteorology, irrigation, clean water, sanitation, engineering, and a community of water users. A significant portion of the 1,400 employees, 662 to be exact, are based right here in Phnom Penh. The ministry’s reach extends nationwide with “Provincial Department of MOWRAM” representatives in all 24 provinces. Now, let’s talk about a weather revolution. In June 2010, the Ministry of Water Resource & Meteorology embarked on a modernization journey. They invested in a cutting-edge “Doppler weather radar meteo 650C” to enhance forecasting capabilities. This project, fully financed by the Cambodian government, involved collaboration with Meteo France International (MFI). MFI provided training in radar maintenance, data analysis, processing, and forecast production. The radar station, TECHO SEN, a striking 50.60-meter hexagonal structure, was built right here in Phnom Penh between March 2011 and February 2012. This impressive building houses offices and a weather prediction center. Since April 4, 2012, TECHO SEN has been instrumental in providing more accurate and timely weather information for Cambodia. The Ministry of Water Resource & Meteorology stands as a testament to Cambodia’s commitment to managing its vital water resources and ensuring the safety and prosperity of its people.
