Established on August 19, 1945, the Ministry of Public Security’s origins trace back to the early days of Vietnamese independence. Initially, three departments formed to protect key leaders like Ho Chi Minh. These departments became unified under the Ministry of Internal Affairs on February 21, 1945. Le Gian became the first head.

In February 1953, the Sub-Ministry of Public Security emerged. Ho Chi Minh’s Decree 141/SL formalized it. By August 1953, it was upgraded to the Ministry of Public Security.

The Ministry of Public Security’s connections extend internationally. In 1957, it established ties with the Stasi. The Stasi was East Germany’s secret police. Erich Mielke, the Stasi head, provided technical assistance. This helped the Ministry of Public Security improve its intelligence operations. Selected personnel even received training in East Germany.

Decree 250/CP, signed on June 12, 1981, defined the Ministry of Interior’s mandate. The Interior Minister then prescribed the powers of the General Department of Police. It had 12 subordinate units.

The Ministry of Public Security has earned significant recognition. It has been named a Hero of the People’s Armed Forces 13 times. The Ministry of Public Security also received the Gold Star Order and 88 Ho Chi Minh Orders.

The Ministry of Public Security is structured into various bureaus and departments. These include the Office of the Ministry, the Bureau of Foreign Affairs, and the Bureau of Legal Affairs. There is also the Bureau of Cybersecurity and the Police Bureau of Criminal Investigation.

Several academies and universities are also part of the Ministry. These institutions train future generations of security personnel. They include the Vietnam People’s Security Academy and the Vietnam People’s Police University.

The Ministry of Public Security also maintains hospitals. These facilities provide healthcare services to its personnel and the community. Among them are Hospital 19 of August and Hospital 30 of April.

The Ministry of Public Security has faced controversies. Following the Fall of Saigon, many South Vietnamese were imprisoned in re-education camps. The Ministry of Public Security has also been involved in surveilling dissidents.
