What if laws were crafted like poetry? Here at the Ministry of Legal Affairs in Muscat, Oman, the drafting of legislation is serious business. It shapes the very fabric of Omani society.

The Ministry of Legal Affairs plays a vital role. It is the governmental body in the Sultanate of Oman responsible for many things. Drafting legislation is one. Providing other government bodies with legal advice is another. Regulating the legal profession also falls under its purview.

Interestingly, the Ministry of Legal Affairs is a relatively recent creation. It was formed in August 2020. This happened through the merger of two entities. The Ministry of Justice and the former Ministry of Legal Affairs combined forces.

Abdulla bin Mohammed bin Said Al Saeedi is the Minister of Justice and Legal Affairs. Yahya bin Nasser bin Mansoor Al Khusaibi serves as the Undersecretary. These individuals play key roles in the ministry’s operations.

Before its amalgamation, the original Ministry of Legal Affairs had a distinct history. It was established in 1994 by Royal Decree 2/94. Mohamed bin Ali bin Nasser Al Alawi was the first minister. He served from 1994 until March 6, 2011.

The Ministry’s functions are diverse. It develops laws and legislative regulations. This supports Oman’s progress. The ministry also prepares draft royal decrees and laws. It reviews similar documents from other government units. This ensures legal consistency.

Furthermore, the Ministry of Legal Affairs reviews contracts. These are contracts where the financial obligation exceeds half a million Omani Rial. It also issues legal opinions and official interpretations. These actions help enforce legal concepts.

The ministry safeguards the government’s interests in disputes. It represents the government in international legal conferences. The Ministry even handles the publication of the Official Gazette.

The former Ministry of Legal Affairs had a specific structure. It comprised three General Directorates. One was the General Directorate of Legal Affairs. Another was the General Directorate of the Official Gazette. The third was the General Directorate of Administrative and Financial Affairs.

The General Directorate of Legal Affairs was the core. It had three Directorates. These were Legislation, Legal Opinions, and Contracts and Treaties. Each specialized in a specific area of legal expertise.

The ministry issued several publications. The Official Gazette was a weekly release. Annual Law Volumes compiled legislation from the past year. Legal Opinion Books contained opinions issued to governmental bodies.

The Minister of Legal Affairs had additional responsibilities. These were defined by law. The Ministry of Justice and Legal Affairs continues this legacy. It ensures a robust legal framework for Oman.

As we stand here, consider the weight of decisions made within these walls. The Ministry of Legal Affairs shapes Oman’s legal landscape. Its work impacts every aspect of life in the Sultanate.
