In 1994, a pivotal moment in Oman’s educational journey unfolded with the establishment of the Ministry of Higher Education. This marked a significant shift from the prior era, where the Directorate General of Scholarship and Foreign Relations handled similar responsibilities. The newly formed Ministry of Higher Education, located in Muscat, took on the added task of overseeing higher education institutions and shaping national policies. The Ministry of Higher Education’s role has evolved since its inception. Initially, its purview included supervising Sultan Qaboos University (SQU). However, revisions in 2000 and 2002 redefined its focus, removing the direct supervision of SQU and emphasizing policy development and quality assurance across the higher education sector. The Ministry of Higher Education champions a vision of accessible, high-quality education. It has overseen a significant expansion of higher education institutions, both public and private, to meet the growing demand. This growth has been coupled with a diversification of academic programs, aligning them with market needs and national development goals. The Ministry of Higher Education also plays a vital role in fostering research and innovation. It actively encourages partnerships between academia and industry, promotes a knowledge-based economy, and supports national competencies development. One notable achievement in the Ministry’s history is the launch of its electronic portal in 2010. This platform provides easy access to information and services, streamlines administrative processes, and facilitates communication between the Ministry and the public. The Ministry of Higher Education’s commitment to quality is evident in its support for accreditation and quality assurance initiatives. It encourages private higher education institutions to seek affiliations with reputable international universities to enhance their academic standards and international recognition. The Ministry of Higher Education has also played a pioneering role in promoting women’s leadership. The appointment of Rawiya Al Busaidi as Minister of Higher Education in 2004 was a landmark event, marking the first time a woman headed a ministry in Oman. Her tenure, which lasted until 2020, symbolized the Ministry’s commitment to inclusivity and diversity in leadership. Dr. Rahma bint Ibrahim Al Mahrooqi currently leads the Ministry of Higher Education, Scientific Research, and Innovation. Her appointment signifies a continued focus on advancing higher education, scientific research, and innovation as key drivers of Oman’s progress and development.
