Before the People’s Republic of China the Chinese Communist Party handled foreign relations through its Foreign Affairs Group. This group was established on May 1 1947. The Ministry of Foreign Affairs of the People’s Republic of China wasn’t established until October 1 1949. This was the same day the PRC was proclaimed.
The Ministry of Foreign Affairs of the People’s Republic of China is the top executive department of the State Council. It is responsible for China’s foreign relations. Currently Wang Yi serves as the minister of foreign affairs. He is China’s principal representative abroad. The ministry’s headquarters is in Beijing’s Chaoyang District. This district is known as the country’s primary diplomatic quarter.
The Ministry of Foreign Affairs has many important functions. It creates foreign policy. It manages China’s diplomatic missions. The Ministry represents Chinese interests at the United Nations. It also negotiates treaties and agreements. It advises the State Council on all foreign affairs matters. The Ministry answers to the Central Foreign Affairs Commission. This commission decides on policy and is led by the General Secretary of the Chinese Communist Party.
The Ministry initially had only 170 staff. This number increased to almost 2000 by 1960. Initially many ambassadors were senior military officials. Many were survivors of the Long March. Few had prior experience abroad. The Ministry did not recruit former Kuomintang diplomats. Instead it created an entirely new diplomatic corps. The Ministry was significantly impacted by the Cultural Revolution. This period caused major disruptions to the Ministry’s operations and staff.
Since 2009 the Ministry’s importance in China’s foreign policy has increased greatly. Its domestic and international profile has risen. Between 2011 and 2018 its diplomatic budget doubled. The Ministry’s visibility to the world increased since 2019 due to social media. Before 2019 various ministries influenced China’s embassies. After reforms the Ministry gained veto power over embassy finances and personnel. Today the Ministry of Foreign Affairs of the People’s Republic of China is a powerful force in international relations. Its massive diplomatic network reflects China’s growing global influence. The Ministry continues to evolve. It adapts to the ever-changing landscape of international affairs.
