Perhaps the most pressing question for Chennai is how to deal with its waste. Here in Kodungaiyur, we stand at what is both a solution and a problem. Kodungaiyur is a suburb of Chennai now synonymous with its massive dump yard. This 350-acre site handles much of North Chennai’s solid waste generated by approximately 35 lakh people.

For years, Kodungaiyur has been a focal point in Chennai’s waste management struggles. Over 200 tonnes of waste arrives daily. It comes from Koyambedu market alone, burdening this area. The dumpyard faces environmental challenges. These include leachate issues and groundwater contamination. Fly infestations also pose a threat to public health in northern Chennai.

The Greater Chennai Corporation is trying to address these issues. A waste-to-energy plant is being built here in Kodungaiyur. It aims to process 2,100 tonnes of waste daily. The plant will generate 21 MW of power. Non-recyclable waste will be transported here from South Chennai zones. This includes areas like Adyar and Perungudi.

However, this plan has sparked controversy. Residents and activists fear increased emissions. They are worried about the impact on air quality. Studies suggest Chennai’s waste may not have the right calorific value for effective incineration. Wet waste may not burn entirely leaving polluting ash. Concerns exist about the lack of carbon capture technology. Filters are often damaged and expensive to replace.

The bio-mining process is also underway at the Kodungaiyur dumping ground. It produces toxic fumes that affect residents’ health. They complain about foul odours and groundwater pollution. Soil leaching during the rainy season worsens the situation. Residents are forced to stay indoors to avoid the polluted water.

A 2019 study revealed alarming health issues among residents near Kodungaiyur. 150 reported respiratory problems. 139 had skeletal-muscular issues. 40 suffered from central nervous system ailments. 35 experienced eye and skin infections. Another study found that 62% had shortness of breath.

There are also concerns about the impact on waste pickers. Around 600 registered waste pickers sort waste at the dump yard daily. The waste-to-energy plant may restrict their access. They are unsure about their future employment.

Despite these challenges, authorities see incineration as necessary. Land is scarce and the city’s population is growing. The goal is to reclaim the Perungudi dumpyard. Diverting waste to Kodungaiyur is the only option. The Kodungaiyur dumpyard is slated to stop receiving waste from Koyambedu market. 100% of the waste will be diverted to decentralised waste processing plants.
